For the first time in more than 40 years, Clatsop County Development will update plans regarding estuarine resources, coastal shorelands, and beaches and dunes.

The public is invited to attend a presentation and provide comment from 10 a.m. – Noon this Saturday, April 20, at the Judge Guy Boyington Building in Astoria. Light refreshments will be served. Two additional public meetings will be scheduled in the future.

The Clatsop County Comprehensive Plan describes the long-term vision for unincorporated Clatsop County, looking ahead to set direction for the County’s growth over the next 20 years.

It contains common goals that guide development within the County, including in the areas of land use, environment, transportation, economic development, housing and resource use.

Clatsop County recently completed the installation of warning lights delineating the school zone at Lewis & Clark School.  



The previous school zone required a 20 m.p.h. speed from 7:00 a.m. to 5:00 p.m.

The new lights allow for traffic to flow through the school zone at 35 m.p.h. except when children are being dropped off or being picked up from school.

The Youngs Bay Boat Ramp temporarily will close to public access for the launching or retrieving of water craft from 12 p.m. Monday, April 22 to 4:30 p.m. Wednesday, April 24, 2024.

Clatsop County Fisheries will temporarily block the boat ramp with a fish transfer pipeline for the receiving of salmon smolts to the net pens located at that site. 

The boat ramp is located at the City of Astoria site, 1555 West Marine Drive in Astoria.

Clatsop County Board of Commissioners approved a one-time allocation totaling $150,000 to Clatsop County fire departments and fire districts. The funds may be used for expenses related to the provisions of fire and first response services.

The funds come from American Rescue Act pandemic funding Clatsop County has received.

Clatsop County Clerk Tracie Krevanko is alerting the public about U.S. Post Office changes that could affect whether mailed voter registration cards and election ballots will arrive by deadlines.

“Now that all mail postmarking is now being done in Portland, we encourage Clatsop County voters who choose to mail in their voter registration card or election ballots to put them in the mail at least five days prior to any deadline. We want to make sure every vote counts,” she said.

“We also encourage people to register to vote online at the Oregon Secretary of State’s My Vote webpage and to drop their election ballots at one of Clatsop County election ballot dropbox locations,” she said.

• April 30, 2024 — Last day to register to vote and choose a political party for the Primary Election. Registration cards postmarked by this date are valid registrations for this and future elections
• May 1-May 7, 2024 — Official Primary Election Ballots mailed
• May 21, 2024 — Election Day. Ballots postmarked by this date and received by the Clatsop County elections office by May 28, 2024 are valid ballots
• June 17, 2024 — Last day to certify election

You are invited to vote on youth-created videos showing the dangers of vaping.

Ten finalist videos will be posted at Clatsop County’s Escape the Vape web page Wednesday, April 17 through Wednesday, May 8, 2024. Individuals only may vote once.

The five videos with the highest vote count in each age category will win cash prizes for the youth and their school.

It was a pleasure to chat with Betty Cunningham about the many adventures she had growing up and living here in Clatsop County.

We packed in as many of the fun stories as we could.

Betty says she has seen other places and she thinks Astoria is the #1 place to grow up.

In this episode she reminisced with Public Affairs Officer PJ Angelini about being a kid and playing at Wilson’s Shipyard in Smith Point and about her first job at St. Mary’s Catholic Hospital.

She talked about picnicking in Cannon Beach and hanging out in Seaside as a teenager.

Septic Issues? Join 7 Clatsop County Homeowners Getting Help

Seven Clatsop County homeowners are now benefiting from the Northwest Oregon Septic Repair and Replacement program.

Clatsop County homeowners who need to repair or replace septic systems that are damaged, non-working or have failed are encouraged to look into a new program.

Financial assistance to help with the costs can be provided to individuals and homeowners. Depending upon eligibility they could receive a:



• Grant which does not have to be paid back
• No-interest, no payment loan, with a 30-year term or due when the title changes  

This program will serve up to 105 participants, both homes and small businesses. To be eligible, household income must be at 120% of area median income or less, and the septic system must be on private property in Columbia, Clatsop or Tillamook counties.

Applications Invited for 2 Planning Commission Vacancies

Clatsop County is seeking applications from individuals interested in serving on the Clatsop County Planning Commission. 



Committee application forms are available on the Clatsop County website or at the County Manager’s office at 800 Exchange St., Suite 410 in Astoria. The deadline to apply is 11:59 p.m. Friday, May 10, 2024.

• Brush chopping on Lewis and Clark Road and in the Westport area
• Replacing culverts on Old Highway 30, Wireless Road, and Wadsworth Road

Traffic Impacts – County Roads | Week of April 15

• Due to recent vandalism and theft of private logging operations alongside Pipeline Road, Lewis and Clark Timber will close the Pipeline Road gate from 12 p.m. Friday afternoons to 7:00 a.m. Monday mornings for the rest of April.



• While vehicle traffic will be prohibited during the timeframe, public access is still available. Please report anything suspicious to the Sheriff’s Department.

Special Recall Election for Elsie-Vinemaple RFPD board members. 

Ballots went out on April 10 to those that are served by the Elsie-Vinemaple RFPD. 

Ballots must be postmarked or dropped off by 8 p.m. Tuesday, April 30, at the County Elections office or Jewell School Dropbox to be counted.

Primary Election Update

Primary Election voter registration deadline is April 30. 

To check your registration and/or update your party affiliation for the Primary election, please go to www.OregonVotes.gov. Ballots will be sent out for the Primary election beginning May 1.

State Voters’ Pamphlets will begin being delivered to every household the week of April 22-26. The County Voters’ Pamphlet will be in the ballot packets for Commissioner District 2 and 4.

Recording office hours have changed to 8:30 a.m. to 4:30 p.m.

Once you find the document you are looking for, you can request an email copy without paying a research fee.

Passports

An appointment is required prior to coming in for new passport processing.

Routine service can take 6-8 weeks; Expedite service can take 2-3 weeks. Forms are available at www.travel.state.gov  

Weddings

County Clerk will not be available to perform wedding ceremonies until June due to Primary Election processing.
